  1. GENERAL

Electric Loco Shed, Jhansi designed for a holding of 100 locos was established in 1987with an initial holding of 17 locos. Present holding of the shed is 184 locomotives i.e. 66 WAG/7 and 117 WAG/5 (74 BHEL & 43 CLW make) & 01 WAM/4 locomotive. This includes 30 Nos. newly built BHEL make WAG/7 locos recently added to the fleet. These newly received locomotives are having some special features viz., Crew Friendly Cab with FRP cabinet for Driver Desk and Air conditioning, VCD & Stick type Master Controller.

ELS/JHS was the first shed in Indian Railways to acquire three prestigious International Standards viz., ISO-14001:2004, OHSAS-18001 & ISO-9001:2008 together.

2.5 MPCS :

Total 55 locos are fitted with Micro Processor Based with Fault Diagnostic system. (28 Nos. -M/s. Stesalit Make. + 27 Nos.-M/s. Medha Make)

2.6 Vigilance Control Device ( VCD).

As on dt. Total 135 Nos. locos are equipped with VCD at present. (30 Nos. of M/s Saitronik make + 105

Nos. M/s Medha make).

3.0 PERFORMANCE OF IMPORTANT INDICES

Twin objectives of the Shed viz., “Availability” & “Reliability”of locomotives have been very well achieved by ELS/JHS.

Performance of the shed on all the importance indices e.g., “Loco Failure”, “Punctuality Loss”, “Outage”, “Cost of Maintenance” & “Infrastructural & System Improvements” has not only shown considerable improvement over the last year but has been BEST-EVER during the last 25 years since inception of the shed which is evident from the enclosed tables & graphs

4.1BEST ELECTRIC LOCO SHED SHIELD OF NCR:

ELS/JHS has been awarded with the Shield of “Best Electric Loco Shed of NCR” in the years 2003-04, 2004-05, 2005-06, 2008-09 & 2010-11 and jointly in the year 2006-07 & 2009-10 along with ELS/CNB.

4.2ELS/JHS IS THE ‘FIRST ELECTRIC LOCO SHED IN INDIAN RAILWAYS’ TO ACQUIRE 3 PRESTIGIOUS CERTIFICATIONS VIZ., ISO-14001, OHSAS-18001 & ISO-9001 CERTIFICATIONS:

Railways Corporate Objectives of resource conservation, pollution control, occupational health of staff and high safety standards in shed’s working with built in continual improvement can be effectively and best addressed by ISO-14001 & OHSAS-18001 (Occupational Health & Safety Assessment Series).ELS/JHS is the first Electric Loco Shed in Indian Railways to acquire both these prestigious certifications – without any consultancy contract –a milestone.

Besides above, ISO-9001 Certification has also been acquired by the Shed which has lead to qualitative improvement in reliability, availability and overall improvement in efficiency on sustained basis. Thus, ELS/JHS has become the first Electric Loco Shed on Indian Railways to acquire all the three prestigious certifications viz.,ISO-9001, ISO-14001 & OHSAS-18001.

4.3EVER HIGHEST RELIABILITY & AVAILABILITY (OUTAGE):

HIGHEST EVER RELIABILITY & AVAILABILITY: Reliability as well as Availability (Outage) of ELS/JHS has been Best Ever during 2011-12since inception of the shed. Goods Loco Outage has been consistently well above the target throughout the last year (+16.22).In the year 2012-13 Upto Aug’12 it is again (+16.14) well above the target.

A record outage of 173.2 loco has been achieved on 15th August’12 this year. This is the highest ever outage in the history of the shed.

5.0SOME OF THE BEST INNOVATIONS DONE BY ELS/JHS :

5.1New Hydraulic lifting plate form introduce for replacement of CBC, Centre Pivot block , SL etc. safely.

5.2Development of portable lateral balancing zig for “In Situ testing of lateral displacement of pantograph.

5.3New integrated test bench has been developed for testing of both Bombardier and AAL make SMGR’s.

5.4TM Nose Suspension Pin Modification to prevent falling off of vertical nose pin – for safe loco operation.

5.5Panto Servomotor Bucket Modification – To eliminate Panto not raising problem in Winter (Reliability Measure).

5.6The VCB Analyzer for Double Bottle VCB has been successfully used for analyzing Single Bottle VCB by making Fixation Arrangement of Transducer locally. This has resulted into proper testing of Single Bottle VCB by the existing kit which were going untested due to non-availability of the Single Bottle VCB Analyzer.

5.7SquarenessChecking Gauge has been developed locally by the shed for checking squareness of casted bogie Frame during IOH schedule. This will improve the performance of casted bogie frames.

5.6HRC fuse (D type) board on top of Battery Charger has been provided in 47Locos out of 184 locos.. This will help in reducing the CHBA failures due to MCBs.

5.7MOTORIZED SIDE BODY FILTER CLEANING PLANT:

Cleaning of Side Body Filters of locomotives effectively is an important activityfor reliability of critical equipments like; Transformer, Auxiliary machines Electrical Contactors in the loco. Earlier, the side body filters were being cleaned in a crude way which was not systematic, not very effective & used to pollute the work place. A Motorized Cleaning Plant has been developed and fabricated totally by in house efforts to quickly and effectively clean the side body filters of the locomotives .Dust which is produced in relatively large quantity is emitted and dissolved in a water tank, thus making the work space for staff pollution free.

5.8Retro-fitment of SIV: SIV has been provided in Loco No. 27569, WAG-7 in place of Arno Converter .This was done for the first time at ELS/JHS.

6.0INFRASTRUCTURAL IMPROVEMENTS DONE BY ELS/JHS:

6.1 Capacity Expansion of the Shed:

The work of capacity augmentation of ELS/JHS from 120 to 150 was sanctioned at the cost of rs. 8.37 Crore during 2007-08 under WP. Pink Book item No. 251/2007-08. (487/11-12) Civil Engg. and Electrical work contract have been awarded . Expenditure upto Mar’12 is 2.2 crore . Civil Engineering 28% work has been completed. Electrical work will be done simultaneously.

6.2Augmentation of Shed capacity 150 to 175 Locos has been sanctioned in WP - 2009-10. Under P.B item No. 427/09-10.( 492/11-12) CAO(C) has been nominated as Executing agency by the competent authority. Accordingly Sub Estimate, relevant drawings etc. have been sent to Dy.CEE(C)/JHS & DY.CE ( C )/JHS for necessary action. Consolidated detailed estimate at the cost of Rs 11,15,19,708 ( Rs.6,66,57,384 + 4,48,62,324) has been concurred by FA & CAO's and sanctioned by competent authority .Expenditure incurred upto Mar’12 is Rs. 1.78 lakh. Work is under tendering.

6.3Pit Wheel Lathe: A new Pit Wheel Lathe has been sanctioned for the shed. It is expected to get commissioned by Dec’2011. 100% work for construction of building /shed has been completed & work for foundation of Pit Lathe Machine has been completed by M/s HEC. Order for Pit Wheel lathe M/c has been placed on M/s HEC, Ranchi by COFMOW at a total cost of Rs. 442.25 lacs. The machine has been received on 15.10.11. Track and flooring work completed. Electrical work related to Pit Wheel Lathe machine has been awarded to M/s Mahalaxmi, Agra and 90% work has been completed. Machine has been commissioned on 30.07.12

6.4 Provision of 500 KVA DG Set: 500 KVA DG Set has been commissioned in 2009 under Phase-I Shed Expansion Programme .It has helped in uninterrupted working of the shed in case of power supply failure.

6.5.STACKING ARRANGEMENTS FOR IMPROVING HOUSE KEEPING:

Various double storeyed stacking arrangements have been made by totally in house efforts resulting in excellent

storage facilities of equipments and utilization of precious crane space areas.

Notable amongst are:

a) Double Storeyed Loco Wheel Set Stand.

b) Double Storeyed TM Stand.

c) Double Storeyed Transformer Stand.

d) Double Storeyed Auxiliary Machine Stacking Arrangements.

e) Loco Hood Stand.

6.6Equipments Blowing Facilities and Mechanized Cleaning Plants: In order to improve the work areas so that the staff is protected from dusty environment, many dust blowing facilities have been developed .Similarly, for optimum utilization of resources (kerosene oil) and to facilitate quick and better cleaning processes, mechanized cleaning plants for Traction Motor, Auxiliary Motors have been developed by in-house efforts.

6.7Provision of Epoxy Flooring: Provision of Epoxy Flooring has been done in Pneumatic, TR-I, TR-II & TR-III Sections of ELS/JHS.

6.8Commissioning of Automatic Power factor correction panel :Automatic power factor correction panel of ACM switch gear Kanpur has been commissioned. It will reduce the line loses & loses due to inductive load and improve efficiency of generation. A step toward energy conservation.
