GM/NCR HOLDS 2nd MEETING OF THE PERMANENT NEGOTIATING MECHANISM (PNM) WITH NORTH CENTRAL RAILWAY EMPLOYEE SANGH (NCRES)
The two-day Permanent Negotiating Mechanism (PNM) meeting with the North Central Railway Employee Sangh (NCRES), which started on 4th July, 2018; concluded today on the 5th of July. GM/NCR Shri M.C.Chauhan Chaired the meeting on the concluding day. In his address on the occasion, GM/NCR welcomed the Zonal President &General Secretary of the NCRES, Shri Sayyed Shaqeel Haider and Shri RP Singh respectively. He also welcomed the other office bearers and the members of the Union. He said that in the Financial Year 2017-18, NCR has registered progress in all fields of endeavour, and gave the credit for the same to the efficiency & commitment of the employees of NCR and the constructive support of the Railway Unions.After the welcome GM/NCR shed light on the achievements of NCR, which are as follows:
1)Hon’ble Minister of Railways’ “Best All-Round Improvement Cup” for best all-round improvement across all the parameters in the year 2017-18.
2)In the F.Y. 2017-18, NCR registered an increase of 24% in the freight loading, 13% improvement in punctuality when compared to the F.Y. 2016-17.
3)Effective action against ticketless travelling resulting in apprehending of more than 20 lakh ticketless travellers in Financial Year 2017-18. Penalty amounting to more than 99 crore was realized from these ticketless travellers, which was 16% more than the penalty-earning from ticketless travellers in the F.Y. 2016-17. In the current F.Y, there is an increase of 7.7% in the detection of cases of ticketless travelling and 8.5% in the penalty earnings from them.
4)Installation of 138 ATVMs in stations of NCR and Bio-toilets in 1010 coaches.
5)Emergency medical facilities provided to 4329 passengers in the current Financial Year (April 1, 2018 to May 30, 2018).
GM also dwelled on the measures taken to solve the problems of the railway employees within a time-bound manner. He informed that under the project of staff grievance redressal ‘Nirakaran’-since its launch last year- 4770 staff grievances have been effectively redressedtill date. He also informed that under the flagship training and capacity building ‘Project Saksham’, 29205 staff have been trained and the process of training is continuing unabated. Apart from this, the service records of 60421 out of 65536 employees of NCR have been digitized. GM also informed that:
1)In the Financial Year 2017-18, 5844 staff have been given the benefit of promotion, while in the current F.Y., from April to May,401 staff have been promoted.
2)In the Financial Year 2017-18, 342 and in the current F.Y., from April to May,45 cases of compassionate ground recruitment have been finalized.
3)In order to promote sports and sportsmen of NCR, 67 outstanding sportspersons have been promoted.
4)In the Financial Year 2017-18, 3149 and in the current F.Y., from April to May, 401 cases of retirement dues have been finally settled.
5)In order to fill up vacant posts, indents for 15253 posts have been sent to Railway Recruitment Board, Allahabad. RRB has provided a panel of 2309 posts in the Financial Year 2017-18.
Speaking on the occasion, Zonal Presidentof the NCRES, Shri Sayyed Shaqeel Haider thanked the GM for his appreciation of the staff and for giving them credit for the achievements of NCR, which led to NCR being awarded the ‘Best All-Round Achievement Cup’. General Secretary of NCRES thanked GM/NCR for improving the condition of Driver Running Rooms and making them air-conditioned. GM said that the same would be further improved by providing more modern facilities. The Union also brought up the subject of maintenance of quarters in railway colonies. GM/NCR advised that an audit of the same to be done and proper maintenance of the same to be ensured. It was decided in the meeting that the ‘health unit’ at Subedarganj would be upgraded. The meeting proceeded and concluded in a cordial atmosphere.
