NCR CRACKS DOWN o­n UNWARRANTED ALARM CHAIN PULLING: THOSE INDULGING IN UNWARRANTED ACP IN TRAINS TO FACE ARREST & PROSECUTION

Railway is perhaps the o­nly mode of transport which gives each and every o­ne of its passengers the facility and the ability to stop a train in case a passenger o­n board a train notices a safety/security threat. This facility is given via the ubiquitous red coloured chain that hangs inside each and every cabin of each coach and is known by the simple name of ‘Alarm Chain’. However, it a sad state of affairs that such an extraordinary facility given to the passengers to be used o­nly in case of legitimate emergency, has become a victim of misuse. A lot of passengers are resorting to ‘Alarm Chain Pulling’ (ACP) for no legitimate reason at all.For Example, passengers often pull the Alarm Chain to stop a train at a specific location where there is no scheduled stoppage of the train and where they want to disembark. Such unwarranted ACP causes not o­nly grave inconvenience to all the passengers o­n board the train but also results in undue detention of the affected trains leading of loss of punctuality. The North Central Railway, under the guidance of its General Manager, Shri M.C.Chauhan, has been striving to fight this menace.As regards the relentless efforts done in this direction, the figures speak for themselves. The data of the last six months, (January to June 2018) shows that a total of 2393 cases have been registered under section 141 of Railway act-on account of unwarranted ACP by irresponsible passengers-within the territory of North Central Railway.The number of passengers apprehended in the same period for unwarranted ACP has been 2391 and the fine realized after legal proceedings from these miscreants has been Rs: 14,23,379/- (Rupees fourteen Lakhs, twenty-three thousand, three hundred and seventy-nine). Speaking o­n the subject GM/NCR said that unwarranted ACP is not o­nly a crime under the railway act, it is a social evil as well, since a single unwarranted ACP leads to the disruption in the travel of hundreds-sometimes thousands-of people. “We are extremely serious about putting a stop unwarranted ACP and our sustained drive against unwarranted ACP will o­nly intensify in the coming months” he adds.The seriousness voiced by GM/NCR is reflected in the data as well. In the month of May this year, the increase in the number of passengers apprehended indulging in unwarranted ACP has been 22% compared to April. Further in the month of June, there has been a further increase of 20% over the figures of May in the number of miscreants apprehended under section 141 of the Railway Act. Thus, the cumulative increase in arrests of miscreants indulging in unwarranted ACP in the last two months (May and June) has been 47% compared to April 2018.“While we continue to crack down o­n those indulging in unwarranted ACP, we also appeal to all our esteemed passengers not to indulge in the same”, said GM/NCR.
