TWO DAY CONFERENCE OF SENIOR DIVISIONAL ENGINEERS HELD IN NCR

The two day Conference of the Senior Divisional Engineers (SrDENs) of the Civil Engineering Department of the North Central Railway (NCR), organized in NCR headquarters in Subedarganj concluded today, (Saturday, 28th of April, 2018). In the conference an in-depth review of the works to be carried out by the divisions in the new financial year2018-19 was done. Speaking o­n the occasion, Chief Guest, General Manager of NCR, Shri M.C.Chauhan said that safety of train operations in Indian Railways is dependent upon the civil engineering department to a very large extent. He said that as railwaymen, we have to be sensitive to our duties and sensitize our staff about the importance of safety. Stressing o­n the need for effective inspections in greater numbers, he said that surprise inspections in greater numbers are the key to safety. He cautioned that major mishaps give tell-tale signs before they actually happen, which must not be ignored. Speaking o­n safety at Unmanned Level Crossings he said that presence of Gatemitrasat those UMLCs that are awaiting closure has to be ensured and monitoring of the same should be done through the Permanent Way Inspectors and the engineering control.He added that huts should be made for Gatemitras so that they have shelter during adverse weather. He underscored the need and importance of ensuring that the progress of closure of UMLCs takes place as per the target. Speaking further GM/NCR said that proper maintenance of yards, points and crossings is essential to ensure safety of trains o­n the track and the same has to be ensured as per prescribed standards and norms. With respect to o­ngoing works near railway tracks he said that proper protection of all worksites has to be ensured and inspections-especially surprise inspections- should be done to ensure that proper protection of the same is being done. o­n the Human Resource side GM/NCR said that connectivity with the grassroots staff has to be ensured by all the SrDENs. “We have to look after our staff. Proper connectivity will ensure proper knowledge of their problems and their rectification, which, in turn, will ensure motivation of staff. Motivated staff can do wonders.” He added. Stressing o­n the importance of ensuring the safety of engineering staff working o­n railway tracks, he said that pathways should be made o­n bridges to ensure the safety of trackmen working o­n railway bridges. In this continuation, he advised that the condition of staff quarters should be improved in mission mode. GM further advised that summer precautions have to be taken and trespassing locations, in particular near LHSs have to be closed down. Talking o­n rail fractures he said that each rail fracture/weld failure should be analysed in detail to know the root cause of the problem and o­nce the root cause was known, all efforts should be made to rectify it. GM concluded his address by advising that quality of work has to be given first priority with focus o­n safety and asset reliability. Address of the Chief Guest and the advice given by him was welcomed by a round of applause by all the officers present in the conference. Principal Chief Engineer of NCR, Shri OP Singh also advised the SrDENs about safety being the foremost priority of Indian Railways and NCR, and the importance of “elimination of UMLCs o­n a war footing”. All the SrDENs of the three divisions of NCR-Allahabad, Agra and Jhansi as well as those posted in NCR/HQ remained present in the conference.
